Planning your project

Set out the project before setting the sequence.

A single-story addition, an extra level and a new residence can follow different review sequences. Make the intended work clear early, including utility and site changes, so the team can establish what must happen before construction.

Distinguish the project types.

Fremont’s published plan-review table separates second-story additions, single-story additions and new homes. Design-review requirements and eligibility for concurrent review vary. Ask the City to confirm the current route for your proposal instead of carrying over another project’s schedule.

Read the city guidance

Identify reviews outside the City.

Fremont’s permit guidance notes that outside-agency coordination may be needed. Discuss utilities and other relevant approvals with the project team alongside the house drawings, so those responsibilities are understood within the overall construction plan.

Make the scope complete enough to compare.

If you are weighing an addition against a larger remodel, list what each option includes: rooms, structural changes, finishes, access and related exterior work. A useful estimate conversation compares those actual scopes, not just the amount of new floor area.

We’ll start there.

You do not need every answer to get in touch. These details help us understand the work you are considering.

Architectural drawings, a house model, pencils and material samples arranged for a planning discussion.
Bring the drawings, priorities and questions into one conversation.
  • The property address and whether the work is one story, two stories or a replacement home
  • Current design drawings and any permit-review correspondence
  • Known utility, driveway or other site improvements
  • Your priorities for independent living, shared rooms and future flexibility

Before we talk.

Can planning and building review always happen together?

No. Fremont’s published table distinguishes which project types may qualify for concurrent review. Confirm the current eligibility and submission process for your specific project with the City.

Is a published plan-review time the full construction timeline?

No. Review cycles are only one part of the project. The design, responses to comments, approvals, selections and construction scope all need to be considered when discussing timing.

Can you discuss a Fremont ADU as part of a larger project?

Yes. Explain whether you want independent living space, changes to the main house or both. We can discuss the scopes together while keeping the different design and permit questions clear.
